Parent and Community Advisory Board Members Bio's
Board Term: 2008-2010
Michelle V. Green-Daniels is a human services professional who offers many psycho educational trainings and workshops for parent groups, child care centers, public/private schools, after-school programs, and head start programs.
As a former single parent and current wife and mother of two, Michelle has experienced the stress of parenthood and the challenges of managing home and work. These life experiences along with her training as a Family Services Coordinator have empowered her to develop successful techniques and to research resources to address the needs of families. Special emphasis is given in the area of parental involvement focusing on parent recruitment and retention, parent leadership training, and parent/child activities. Mrs. Green-Daniels has served as member and leader on several parent boards and advocacy groups.
As a Baltimore City resident, she is very passionate about serving Baltimore families by advocating for children and supporting all family members. Through positive living, parenting, and community involvement, she strives to be an example of dedication to service.
Mrs. Green Daniels currently serves as Vice Chair of the Board. She was appointed to the PCAB by the American Civil Liberties Union (ACLU) in behalf of The Bradford Plaintiff.
Pat Mohamad retired from Verizon Communications after 36 years of service. Serving her second term on PCAB, Mrs. Mohamad is also a member of the Baltimore City Council of PTAs and an Ambassador with the Baltimore Education Network (BEN). She became active in Baltimore City Schools when her children, now adults, attended City Schools. Now a grandmother, she remains involved with PTA organizations at both of her grandchildren’s schools. Mrs. Mohamad is avidly committed to improving the quality of education for all children.
Mrs. Mohamad is the Secretary of the Board. She was appointed to the PCAB by the CEO to represent the Baltimore City Council of Parent Teacher Associations.
Helena Napper has been an active member of the Baltimore City College High School Community. She is a member of the SIT team as well as the PTSA. She is also a graduate of the Parent Leadership Institute. Ms. Napper is an alumni of Towson State University with a dual degree in Business and Economics. A product of City Schools via Western High School, Ms. Napper understands the importance of a support team surrounding our students at all levels of development. She is the mother of two students, one 14 year old sophomore and a 3 year-old soon-to-be preschooler.
Ms. Napper brings 15 years of varied professional experience to PCAB. She has been employed with Constellation Energy and T. Rowe Price. Her fields of expertise include accounting and finance, and software upgrades.
She looks forward to contributing new and innovative ideas and results to the PCAB team in order to move City Schools closer to becoming one of the top districts in the state.
Ms. Napper currently serves as the Treasurer of the Board. She was appointed to the PCAB by the American Civil Liberties Union (ACLU) in behalf of The Bradford Plaintiff.
Geneva Jackson-Cooper has always loved helping people. This former Maryland State Trooper, nurse and teacher has culminated her passions into advocating for Baltimore’s youth. Seven of Mrs. Jackson-Cooper’s eight children have either successfully completed learning within City Schools or are currently enrolled. In addition to serving her second term with PCAB, Mrs. Jackson-Cooper serves as the PTA president of the West Baltimore Middle School (#80-A), and parent advocate for the West Baltimore Middle School Complex. She is also a member of BMORE leaders and the Baltimore Education Network’s President’s Roundtable.
Mrs. Jackson-Cooper was appointed to the PCAB by the Maryland Disabilities Law Center in behalf of the Vaughn G. Plaintiff.
Chequita Lanier has been an active member in parent and community organizations with the mission to improve education since 1988. Mrs. Lanier has two children; her youngest is a freshmen in high school and her oldest child graduated from City Schools. Ms. Lanier has held several positions on the Parent Teacher Association (PTA) including sitting on the executive board. She has also served on other school and community boards with the mission to help improve the education of students who attend public schools. Through Ms. Lanier’s many years of service, she continues to stress the importance of parents being involve in their children’s schooling. Thus, she has made it one of her personal missions to inform parents that it is their personal duty to be involved in their children’s education.
Ms. Lanier was appointed to the PCAB by the CEO to represent the Baltimore City Council of Parent Teacher Associations.
Ori Toussaint Shabazz prides himself on being a product of Baltimore's schools. First graduating from William H. Murphy Elementary, then Harlem Park Junior High and finally Carver Vocational Technology High School, he references the schools as the “sanctuaries” of his younger years. Specifically, the “incredible teachers” made him the man he is today.
He likens his teachers’ role to a mother’s love because they worked to fulfill a needs without question or second thought. They also provided whatever he needed to pursue college and succeed in life.
In lieu of the wonderful job teachers did t0 enlighten Mr. Shabazz to opportunities, he feels indebted to City Schools, and desires to make good on the debt by contributing his time and talents to PCAB.
Mr. Shabazz was appointed to the PCAB by the CEO as a community representative.
Susana Barrios is an active volunteer at Patterson Park Public Charter School. She is a member of the school's SIT team, and serves as the Liaison to Hispanic families. She believes that if parents are involved in their children's education, the children will always succeed. Her number one priority is making sure that every child gets the best education possible. One of her daughter’s is in elementary school, and her other daughter will be attending Kindergarten in the fall. Ms. Barrios is the owner/operator of a small residential cleaning company in Baltimore.
Ms. Barrios was appointed to the PCAB by the CEO as a community representative.
Shirley Mills-Dower has been an active member of the special education advocacy community in Baltimore City since 1996. Having worked as both a community and broad based organizer in Baltimore City, Mrs. Mills-Dower understands the need to be involved and the importance of collaboration.
Mrs. Mills-Dower has over twenty years of progressive experience in operations and project management with particular strength in feasibility analysis.
In the past ten years, her goal has been to improve educational and social outcomes for the children and their parents in Baltimore Metropolitan area in the following areas:
Training and Leadership
- Development of parent training curriculum;
- Founder of community support groups for local children and their parents.
Business and Technical Management
- Demonstrated success in obtaining 100K for after school programs
- Demonstrated success in information system project management and systems development in the commercial marketplace as well.
Currently, she volunteers at her grandchildren's school.

Susan Takemoto has been a long term educational advocate for Baltimore’s youth. She is serving her second term as a PCAB director.

Tony Jones has been a resident of Baltimore City all his life. Growing up in East Baltimore, he attended Baltimore City College High School. After high school Mr. Jones decided to give back to City Schools and became employed shortly there after. Mr. Jones currently works at the Cecil Elementary School #007, where he serves as the school’s technology support person and office assistant.
Last year, Mr. Jones was elected as the P.T.O. President of Harford Heights Middle School. Working tirelessly with other parents, he helped to have Harford Heights Middle School renamed as William C. March Middle School. Mr. Jones also serves as one of the math facilitators for the Para Pro Assessment preparation classes offered by the Baltimore’s Teacher’s Union.
His dedication to Baltimore City’s youth led him to become the co-founder of the M.A.R.C.H. (Mentoring and Raising Children Higher) Mentoring Program)
Mr. Jones was appointed to the PCAB by the CEO to represent the interests of students and families in Title I Schools.
Tammatha Woodhouse has a Bachelor’s Degree from Sojourner Douglass College, majoring in Human Growth & Development with a minor in Psychology/Counseling. It was at Sojourner where I discovered my greatest connection with education. In 2005, she earned her Master’s Degree from the University of Phoenix in School Administration and Supervision.
She is the proud single mother of three boys, ages 19, 18 and 11. She attributes her life-long knowledge of the educational process within a public school district to the experiences of motherhood. Experience within the public schools as a PTA member and a parent advocate led her to seek employment within City Schools with the hope of bringing about change.
Her two oldest sons are currently enrolled in college experiencing the trials and errors of being college students. Her youngest son, the comedian and actor of the family, continues to strive to the top academically. He has been diagnosed legally blind, which has strengthened her special education skills.
She enjoys every moment and looks forward to empowering others on how to become parent advocates for their child (ren).
Ms. Woodhouse was appointed to the PCAB by the CEO to represent parent and other community groups.
Theresa Bailey-Gwynn has dedicated her life to bringing awareness to the importance of parental involvement within schools. She is a long term employee of Baltimore City Public Schools and one of the initial PCAB members. She has also served as an appointee on the Mayor’s Commission for Children, Youth and Families, and the Mayor’s Annual Child Care Conference. Mrs. Bailey-Gwynn was appointed to the PCAB by the CEO to represent the Baltimore City Council of Parent Teacher Associations
Leslie Parker Blyther is currently a professor and program coordinator for the Institute for Criminal Justice, Legal Studies and Public Service at Anne Arundel Community College. She is the mother of two children - one a graduate of City Schools and another, currently a senior in high school. Leslie is an administrator with Children 1st, Inc. - a non-profit organization that monitors and directs public educational policies and practices in Baltimore City. Her expertise is in psychology and the law - specifically, social and legal policies and their impacts on individuals and communities.
Mrs. Parker-Blyther was appointed to the PCAB by the CEO to represent the Baltimore City Council of Parent Teacher Associations.
